Tender Intelligence Platform for India

Project Overview

Tender 9 is an AI-powered tender management and discovery platform built to help businesses across India find, track, apply for, and analyse government tenders from a single intelligent web application. Webshark Web Services was awarded the project in April 2025 and has been developing the platform in structured phases — starting with the core web application encompassing a public website, customer portal, and super admin system, followed by Phase 2 additions covering subscription billing, tender result management, competitor analytics, and AI-powered PDF summarisation. The project is actively in development and reflects Webshark’s capability to architect and build complex SaaS platforms from the ground up.

Tender 9 | Modernising How Indian Businesses Access Government Tenders

Tender 9 is a new-generation tender management platform designed for the Indian government procurement landscape. India’s public tendering ecosystem is large, fragmented, and difficult to navigate — with tenders published across hundreds of central, state, and municipal portals in formats that are inconsistent, time-sensitive, and difficult to track.

Businesses that depend on government contracts — from construction and infrastructure firms to technology vendors and service providers — spend significant time and resources manually monitoring tender portals, downloading PDFs, assessing eligibility, and tracking competitor activity. There was no single intelligent platform that brought all of this together.

Tender 9 was conceived to solve exactly that. A modern SaaS platform where businesses can discover tenders through advanced and AI-powered search, shortlist and track applications, analyse competitor bidding patterns, access tender results, and manage their entire tendering pipeline from one dashboard.

Webshark was awarded the project to architect and build this platform from the ground up — and the engagement has grown in scope as the product vision has expanded.

Identifying the Challenge

Building a tender management platform for the Indian market is not a straightforward web application project. The underlying data is vast, unstructured, and changes daily. The users range from small contractors to large enterprise bidders with entirely different needs. The platform needed to handle complex search logic, document processing, real-time result tracking, competitor intelligence, and a subscription billing engine — all within a single, fast, secure web application.

For Webshark, the challenge was not just technical. It was architectural. Every design decision made in Phase 1 had to accommodate the platform’s Phase 2 evolution without requiring a rebuild.

Dynamic system to solve the complicated tender data

India's Tender Ecosystem is Fragmented and Inaccessible

Government tenders in India are published across hundreds of portals at the central, state, district, and municipal levels. Each portal has its own format, search logic, and submission process. Businesses that want to participate in government procurement have no unified way to discover relevant opportunities, set up keyword-based alerts, or track tenders across departments and geographies. The manual effort involved in monitoring these portals is significant — and the cost of missing a relevant tender is even greater.

Challenges in Government Tender Discovery and Competitor Analysis | Tender 9

No Intelligence Layer for Tender Discovery and Competitor Analysis

Beyond discovery, businesses need to understand their competitive landscape. Who else is bidding? Which companies consistently win in specific departments or states? What is the typical L1 bid value for a given category? This intelligence exists in tender result data — but it is scattered, unstructured, and entirely inaccessible to most businesses. Building a competitor analytics engine on top of a tender database was a significant engineering challenge that required a purpose-built data architecture from day one.

Tender 9 SaaS platform evolution from MVP to a scalable government tender intelligence product with advanced search, AI recommendations, competitor analytics, and subscription management | Webshark

A Platform That Had to Scale from MVP to SaaS Product in Two Phases

Tender 9 was not a fixed-scope website project. It was a SaaS product in build — meaning every architectural decision in Phase 1 had to anticipate Phase 2 requirements including AI integration, subscription management with Razorpay, PDF summarisation, tender result imports, and a full competitor analytics dashboard. Webshark had to design the database architecture, API structure, and frontend interfaces to be AI-ready and subscription-ready from the very beginning, even before those features were in scope.

Our Approach

Webshark’s approach to building Tender 9, from discovery and Laravel SaaS architecture to AI-powered tender intelligence and scalable web application development

A two-phase Laravel SaaS build — structured, scalable, and AI-ready from day one

Webshark structured the Tender 9 engagement across two deliberate phases. Phase 1, initiated in April 2025, covered the full web application foundation — public website, customer portal, super admin system, advanced search, and tender discovery. Phase 2, added in February 2026, extends the platform with subscription billing, AI-powered PDF summaries, tender result management, competitor analytics, MIS reporting, and company profiling. Both phases are built on the Laravel framework with a MySQL backend and an architecture designed to accommodate AI model integration without structural changes.

Public Website

A conversion-optimised public website covering the Home page with key services and testimonials, an About Us page, a Services breakdown page, a Blog for tender industry insights and compliance updates, and a Contact page with inquiry form and office map. The site is built on Laravel CMS for easy backend management, is fully SEO-optimised with keyword mapping across all pages, and is responsive across phone, tablet, and desktop. Google Analytics is integrated for traffic and conversion tracking.

Customer Login, Signup & Profile

A secure customer registration and authentication system with email, phone number, and social login options. Two-Factor Authentication via OTP adds a security layer for all accounts. Password recovery via email or phone, profile management with personal details and preferences, and granular privacy settings for data sharing and communication consent are all included in the customer account layer.

Tender Discovery & Advanced Search

The core of the customer portal — an advanced tender search engine with multiple filters, sorting options, category and source tagging, and search history tracking. Customers can shortlist tenders of interest into custom folders, track active applications with real-time status updates, and upload documents directly through the application module. Rule-based recommendations surface relevant tenders based on the customer's profile and search behaviour. AI-powered intelligent search using natural language processing is being added in Phase 2.

Customer Dashboard

A personalised overview showing active applications, pending actions, real-time notifications, and quick links to frequently used features. The dashboard gives each customer a single view of their entire tendering activity — from searches and shortlists to applications and results — without needing to navigate across multiple pages.

Super Admin Portal

A full-featured super admin system covering complete tender lifecycle management — create, edit, delete, and bulk import tenders via Excel/CSV upload with data validation. Tenders are organised by department, sector, and location with document attachment capabilities. The admin also manages company registrations, monitors all customer applications and their statuses, controls user accounts and permissions, updates website content, and accesses a comprehensive analytics dashboard with report generation across tenders, applications, and user activities.

AI Management System (Phase 1 Foundation)

The Phase 1 admin system includes the AI management foundation — custom AI model training for tender-specific search responses, search optimisation tools for continuous improvement of AI algorithms, and analytics integration for AI-powered insights. The frontend search interface is built AI-ready, with the intelligent search layer being activated in Phase 2 via natural language processing for complex queries.

AI-Powered PDF Summarisation

One of the most high-value Phase 2 additions — an AI engine that automatically downloads, processes, and summarises tender PDF documents. Summaries are generated once and stored in the database for fast retrieval. Each customer gets up to 3 free PDF summaries, after which a subscription or one-time payment applies. This eliminates the hours businesses spend manually reading through dense tender documents to assess relevance and eligibility.

Subscription Model & Razorpay Integration

A full subscription billing system built on Razorpay — with monthly, yearly, and half-yearly billing options and recurring payment setup. Customers select their subscription based on the tender features they need: keyword volume, number of states, competitor analytics access, and results data. Automated emails handle payment confirmations, due date notifications, and payment failure alerts. Upgrade and downgrade options are available directly from the customer account panel.

Tender Result Management

A dedicated tender result module where admin teams can import result data linked to tender BID numbers — capturing result type (AOC, Technical, Financial), participant names and ranks (L1, L2, L3), bid values, contract value, marginal difference, estimated value, and submission dates. Results are showcased to customers both within the tender search interface and the customer dashboard, with a full Tender Result Search featuring the same filter set as the main tender search. Each result includes a list of bidders, document download (zip), and company-level detail linking.

Competitor Analytics & MIS Reporting

A full competitor intelligence layer built on top of the tender result database. Each company that appears in results gets a Company Dashboard showing total participated amount, total awarded amount, L1 bids, lost tenders, financial and technical bids, state-wise breakdowns, top departments (bar graph), and month-wise performance (bar graph). Customers can compare competitors on the same bid, identify strong areas, shortlist competitors, and analyse missed opportunities from past tenders. MIS Reports covering state, department, bidder, ownership, monthwise, category, and value dimensions are available in graph and Excel download formats.

The Outcome

Tender 9 is an actively awarded and ongoing project — currently in development across Phase 1 and Phase 2. The engagement reflects one of Webshark’s most architecturally complex builds to date: a multi-portal SaaS platform with an AI layer, subscription billing engine, and a competitor intelligence system, all built on a database architecture designed to scale to hundreds of thousands of tender records.

Phase 1 established the full platform foundation — public website, customer portal, super admin system, advanced search, and the AI-ready infrastructure. Phase 2, added in February 2026, is expanding the platform with the features that transform it from a tender discovery tool into a full business intelligence system for government procurement.

For Tender 9, Webshark is not just a development vendor. We are the technology partner that designed the platform’s architecture, made the foundational decisions that enable AI and subscription features without a rebuild, and are growing the product alongside the client’s evolving vision.

  • A full SaaS tender management platform built from the ground up on Laravel — architected to scale from MVP to enterprise product
